We are delighted that motion F38 “Tackling Illegal E-Bikes and Dangerous Riding” was passed by Liberal Democrat Autumn Conference in Brighton on 22nd September 2026. This motion was proposed by Olly Glover, Liberal Democrat MP for Didcot & Wantage, Lib Dem Transport Spokesperson and our Honorary President.

Legal e-bikes (sometimes referred to as Electrically Assisted Pedal Cycles) have huge potential for transport decarbonisation, so it’s vital that the rules are enforced and where necessary tightened.

We submitted an amendment to the original motion, which was moved by Katrin Harding (pictured above), one of the members of our Executive Committee. Our amendment noted that legal e-bikes offer significant benefits for widening participation in active travel – particularly for disabled people, older people and those with longer commutes or caring responsibilities, called for the closure of the loophole permitting illegal e-bikes to be marketed and sold under the pretence of off-road-only use.

Our amendment also calls on the Government to require delivery platforms to review per-delivery pay structures so that they do not incentivise riders to exceed safe speeds or use illegal vehicles and for the establishment of a government-backed e-bike safety kitemark.

We’re delighted that our amendment was passed by Lib Dem Conference, along with the amendments submitted by the Liberal Democrats Disability Association and the Association of Liberal Democrat Councillors (ALDC).
